As already visible in the name of the PPA, the PPA ppa:levi-armstrong/qt-libraries-xenial provides software for Ubuntu xenial only. You are looking for software for Ubuntu trusty in this PPA, and that does not exist. Hence the error message.

If you are running Ubuntu trusty, you might try ppa:levi-armstrong/qt-libraries-trusty instead.
