As can be seen from the from the comment in

this user needs to be suspended.

PS. I landed the review account feature that lets admins see the a users account and set the account status.

If edge is close to current, tip, you can suspend the user form the UI. The Administer link on every user's profile page takes you to the updated +review. There is a link to review the account (+reviewaccount) where you can see all the user's account information.

It is already a reported issue. I intend to land the feature before my next CHR assignment so that I do not need to defer to a launchpad god.
