What do I need to do so that I can access it.

You'd be best off contacting the maintainers of that project and asking them to subscribe you to the private bug in question (I don't have access to it myself, so can't help directly). You can find them here: https://launchpad.net/~juniper-os-mgmt

Anyone who has access to the bug can also subscribe other people to it, so if you know of such a person then you can alternatively ask them directly.
