why is a bug report not found under the affected distribution?

I'm interested in a certain Ubuntu bug. It's https://bugs.launchpad.net/bugs/212013, but I didn't recall the number so I used search.

1. From the launchpad home page I selected Ubuntu

2. From the Ubuntu project page I selected Bugs

3a. I used advanced serach and searched for myself as a subscriber (I could get to all bugs related to me by clicking on my name, but that's not the point here)

3b. I searched for AltGr, because I know that this text appears in the title.

Both searches, 3a and 3b did not find bug 212013.

Why?

Sometimes the bug URL is displayed as

https://bugs.launchpad.net/debian/+source/gtk-vnc/+bug/212013

so I might guess the bug has been reported to Debian and that's why one cannot find it under Ubuntu.

But Ubuntu is listed as an affected distribution, so I think I should also appear in the search results. And indeed sometimes the bug URL is displayed as

https://bugs.launchpad.net/ubuntu/+source/gtk-vnc/+bug/212013

So why is it not in the Ubuntu search results?

The bug isn't shown in the Ubuntu results because the Ubuntu task is Fix Released. Fix Released bugs are considered closed by Launchpad and will only show up of you specifically search for them using the advanced search (for example, it shows up in a search for Fix Committed bugs containing the text "AltGr": http://linkpot.net/prescient/).
