How can I registrar a new project (sticky notes) for translation?

I want to translate "sticky notes" in my language (Bangla). But I didn't find out this project in launchpad. How can I registrar this project in launchpad to translate. And I want to let you know one more thing, I am not the developer or anything of this project. I just want to translate it.

I don't know if the translators should register new projects in Launchpad. If you can not find a project in Launchpad you should ask the project maintainer to register the project and enable the translations.
