Create a new Project Group for the Chameleon Template Engine

As the title says.

Note there is already a 'Chameleon' project, which is a blogging engine written in Ruby. This is not the same.

Please name the project group 'Chameleon Template Engine' and assign perms to chameleon-template-engine-team

Member projects will be:

chameleon.core
chameleon.genshi
chameleon.html
chameleon.zpt
z3c.pt
sourcecodegen

(all existing projects already)
