Unable to reapply for a mailing list (scubuntu-dev)

I applied for a mailing list on LP some time ago, but my application was declined (not sure why).

I'd like to reapply, but the "Configure Mailing List" page says:
The application for this team's mailing list has been declined. Please contact a Launchpad administrator for further assistance.

How do I reapply for a mailing list?

I've purged the mailing list. You should now be able to apply for a new one.
