How can I get an email @ubuntu.com?
I send to my launchpad account @ubuntu.com and not exist the address :O

The ubuntu.com email address is available to Ubuntu community members. You can learn about becoming a member on Ubuntu's main site.

I think that is largely an issue with the Ubuntu membership process, which is not Launchpad, but a team in Launchpad:

The process usually starts by becoming a member of a regional group (Loco team), or membership in a team that supports Ubuntu.

That team can nominate you (and provide testimonials) for membership, and put your name on the agenda of the council.
