Please rename the motutools product to ubuntu-dev-tools

The motutools product was originally created as a repository for useful scripts that universe developers use for packaging related tasks. It was then decided to widen the scope of this repository, as core devs may also wish to use it. The change in name reflects the wider user base for the tools.
