The MATE Desktop team would like to claim ownership of the mate-desktop project in Launchpad.

I'd suggest instead creating a team at https://launchpad.net/people/+newteam. A user should generally represent a single person or a robot, while a team can easily have its membership adjusted to control who has access.

We specifically want a member because we want to start importing git repositories and making snaps. The snap store requires a single account to do that currently.

You need a single account for the snap store, but that doesn't mean you need one for Launchpad too. It just makes things difficult and we very very strongly recommend against it.
