launchpad-announce is dead horse

https://twitter.com/launchpadstatus refers to http://t.co/d0mxqxyhhh with last message dated 2014. Why the link is there? If it is not working, wouldn't be better to remove it?

We may still use it if we have cause to do so (although I agree that we haven't bothered to do that for planned outages of late), so I'd prefer to leave it there.
