Add savannah.gnu.org bug tracker

I'd like to add http://savannah.gnu.org/bugs/ as a bug tracker, but I've got no idea which of the offered bug tracker types would be correct, if any. https://savannah.gnu.org/bugs/?19343 is a randomly selected example bug in this tracker. I think it's somewhat Sourceforge-ish, but no doubt the details vary slightly.

Unfortunately the Savannah bugtracker isn't supported yet. Subscribe to bug 45386 for updates, and/or nag Kiko to prioritize it.
