Windows 10 editing PO files

Greetings,

I have downloaded a PO file and used a pretty basic text editor (editpad) to modify and insert proper DE translations into the file. I fixed all the UMLAUTS by using the windows ALT-nnn key presses. German has 7 UMLAUTS, and all of them are in use in the PO file.

When completed, I uploaded the PO file only to receive a bazaar email from the administration:

I re-loaded the file in my EDITPAD text editor and look at line 16. This is what it looks like here:

#: u_translation:rsdeg

It is only the second comment line prefixed by a #. (The first one is in line 1. )

I fail to see what is wrong with this. Would someone please enlighten me.

Also, if this is a UTF-8 issue, how do I determine what the structure/designation of my file is. Windows explorer is pretty light in this regard.
