Unable to reapply for a Launchpad Mailing List

My first request for a mailing list for the through Launchpad. However, I was recently told to reapply by Jorge Castro. When I go to reapply, I get this error:

The application for this team's mailing list has been declined. Please contact a Launchpad administrator for further assistance.

This mailing list is for the Ubuntu Forums Beginners Team (https://launchpad.net/~ubuntuforums-beginners). Any help with this issue would be greatly appreciated.

Apologies, but there will be a delay in resolving this. The branch that addresses this issue has had trouble landing (for unrelated reasons) so it will not make it into 2.1.9. We'll land it on edge asap but there may be at least a week's delay.
