Can the ~system76 user be transfer to System76 ownership, ideally used as a group?

There's a seemingly inactive (and never used) ~system76 user on Launchpad:
https://launchpad.net/~system76

This was created by someone outside the company in 2009. If possible, we'd like this name to be transfered to System76 ownership, to be used as a group in the way we currently use the ~system76-dev group.

So two questions:

1) Assuming the original creator of the account is okay with it, could this account be transfered to System76 (the company)?

2) Is it possible to re-purpose the ~system76 name to be a group instead of a user?

I just contracted "Bill Baldwin" (the current owner of ~system76) through Launchpad to see if he's okay with this plan.
