What if my bug report has already been submitted by somone else?

I'm confused. So, I turn on crash reporting from within Ubuntu (why isn't it on by default?) and sometimes I'll go to file a bug report and I have noticed that there have been reports filed in the past with the same/similar errors.

Should I submit a new report or subscribe to the existing? If I subscribe does my data that's been collected get submitted so that data & bug reports are consolidated?

It is better to subscribe to an existing bug. When the same bug is files by multiple people, the first report will be the bug, the other reports will be marked as duplicates. Marking bugs as duplicates takes time away from QA teams that might be better spent elsewhere. So if you know the bug you have experienced is already reported, subscribing is the best way to indicate you want the bug fixed. You can also provide additional information if you believe that will help someone to fix the bug.
