Did you receive my email sent on April 9? The important part was:

This is a necessary step before your initial translations upload can be
approved, and can help prevent misunderstandings later. After your
initial upload is approved, future uploads should be approved
automatically.

I'm sorry, I've read it now... But the project Ircp-tray is mine! The old author has discontinued this app, so I've contacted Xin Zhen by email. I have white paper on this project.
