Add Package Dependencies not located in Launchpad.net

Hello, I am currently using launchpad for my Debian build and with recent changes to the source code it depends on libraries from a location other than launchpad.net. Is there a way to add a package dependency for the item shown below?

deb http://packages.ros.org/ros/ubuntu trusty main

No, I'm afraid that's not possible. Somebody will need to import the source packages from there to a Launchpad PPA and get them built in Launchpad so that other PPAs can make use of them.

Would it be possible add/request this capability? I would like to continue using the launchpad but porting all of the ROS libraries is not feasible because there are hundreds.

The same here, we want to build our packages against "apt.postgresql.org"

According this question [1] PPA builders doesn't have Internet access, so it looks really impossible.
