Changing my nickname to another old inactive one

Hello,

I really wanted to have ~rafik as launchpad name as Rafik is my IRC nickname... and my real name...
But it's already used by someone else. The account seems to be old and inactive :

https://launchpad.net/~rafik

Is it possible to free it so I can get it ? :)

The WikiName https://wiki.ubuntu.com/Rafik is already registered by Rafik.

That Rafik is not me ^^
