Out of the box, Internet Explorer will not run because it is designed to run with proprietary technologies unique to the Windows platform.

However, it is possible to run Windows software in Ubuntu using a system known as Wine, which basically adapts those technologies in an open source way for Linux. At this point, it even adds Windows software to your main menu, which is really cool. To install Wine, in your main menu go to Applications, Add / Remove. Now search for "wine", and make sure you have selected "All available applications" in the selection box to the left of that search field. Choose "Wine Windows Emulator" and install!
Note that you will have to be an administrator to do that.

Once Wine is installed, Windows software you download will be able to run, being opened by "wine". Try opening that file you downloaded again.

Of course, Wine's compatibility is not perfect, but a lot of popular software works. To find out more about Wine, including what it is compatible with, try http://www.winehq.org/
I am actually not sure if the Internet Explorer 6 you have downloaded at the moment will work. If not, look for ies4linux; it is a script that automatically downloads Internet Explorer as well as all the components necessary to run it in Linux.
