What is the best/easiest way to test packages before they are published?

When I publish packages to my PPA, it frequently requires a few rounds of trial-and-error to get the contents right, along with the 30-60 minutes of waiting for a pending package to publish. What can I do to test these locally? Can any of the files (such as the .tar.gz) be used with `apt-get install` directly for local testing purposes?

You can indeed (and should, if it's at all non-trivial) test-build your source packages locally. https://wiki.ubuntu.com/SimpleSbuild is probably the best starting point for that.
