Rename project Smaug to Karbor

OpenStack Smaug is renamed to OpenStack Karbor.

Could you please rename the following projects in launchpad:
smaug -> karbor
smaug-dashboard -> karbor-dashboard
python-smaugclient -> python-karborclient
