Spammer flooding my Answers section, how to fight?

This user - https://launchpad.net/~ramu-sara1000017 - is flooding my Answers section with advertising spam, I rejected 2 questions, but new ones are pouring in every 10 minutes. Examples:

Site staff need to be involved with banning accounts; that isn't something we'll delegate to project owners.

Makes sense, but the ban can be limited to the project, maybe even with an option for the user to challenge the ban via a captcha. And then someone banned from multiple projects gets the automatic global ban. Sounds to me like you could leverage the community better in fighting the spam.

Possibly. That's a lot of fairly complex code that we don't have right now, though, I'm afraid, and not enough developers to spend a few weeks implementing!
