clarification: not open source but Free Software?

The Launchpad FAQ contains the following text:

Like Sourceforge and Google Code Hosting Launchpad is not open source. Unlike those other services, we have committed to making Launchpad Free Software.

What does this mean? "Free Software" implies GNU GPL or GNU LGPL software to me, which is open source, so the passage looks contradictory to me. What is it supposed to mean?

I think it's implying that there is a commitment to make Launchpad available as Free Software/Open Source Software at some stage, whereas the others have not made such a commitment.

Can you help with this problem?
