More space for ~sift/dev and ~sift/stable PPA

Can you please increase the space for ~sift/dev and also ~sift/stable, we are near the limit on dev and once we have all our packages built we'll be copying them into stable, thus the request for stable increase as well.

I've doubled the limit for both of these PPAs. Sorry for the delay.
