[spam report]: account appears to be used only for spamming

Given the last two comments in bug 512764 which are spread 9 months apart, it seems to me that the account of https://launchpad.net/~scott-binrock ought to be closed

FWIW, the person does seem to exist and has a page at binrock.net. mike.binrock.net lists b i n r o c k ( d o t ) m i k e ( a t ) g m a i l . c o m as a contact.

These may just be cases of compromised address books or address forgery or similar, but since there's been no other recent activity from them I've suspended these two accounts.
