No, I'm afraid not. It would be nice, it's been requested in the past (https://dev.launchpad.net/Wishes/LocalizedWebUi), and a few bits of the codebase have some very basic internationalisation applied to them, but there'd be a great deal of work to do before the web UI could be localised at all.
