request to update information for LP scim project

upstream scim has mostly moved from sf.net to github. Please point the bug tracker to https://github.com/scim-im/scim/issues/ instead of sf.net.

I am Debian maintainer of scim and also involved with a bit of upstream work. I'd accept to become admin for https://launchpad.net/scim to do those changes on my own in the future.

I'm afraid we don't yet have support for tracking GitHub issues (https://bugs.launchpad.net/launchpad/+bug/848666). It's sufficiently high up our roadmap that I expect we will probably get this done later in the year.

I've made you the maintainer of https://launchpad.net/scim; you may want to further transfer this to some suitable upstreamish team if one exists in LP.
