Missing repository ~gstreamer-developers

https://launchpad.net/api/1.0/~gstreamer-developers/+archive/ppa is missing. The backports are required for installation of Gstreamer 1.0 in 12.04.

Is there an archive? Was the PPA deleted? Is there a problem on launchpad?

You'll have to ask the owners of ~gstreamer-developers that. We just provide the hosting.

If I browse to it - I get this:
Object: <Person at 0x2b354c0a1c10 gstreamer-developers (GStreamer developers)>, name: u'+archive'

How do I find out the owners ?

You shouldn't use URLs starting with https://launchpad.net/api/ unless you're developing applications that use Launchpad's programming interface (and even then you'd normally use a library such as launchpadlib instead). Try https://launchpad.net/~gstreamer-developers instead.
