eog is a pretty important piece of everyday software, I would like to bring it to the growing Japanese community. Is there any chance that there will be a Launchpad translations for this package any time soon?

The Japanese translation of eog in Ubuntu Hardy is listed as fully translated. You could approach the authors about exporting that translation from Launchpad and importing them to the upstream version.
