Delete unnecessary project "layer-ibm-base"

I created a project in Launchpad and as it turns out I do not need it.

I don't see how to delete it myself. Can someone show me how to delete this? Thank you.

I've deleted it.

Relatedly, could you please use a better namespace for Juju charm layers? "layer-foo" is a pretty bad abuse of the global project namespace; "charm-layer-foo" is much less likely to cause collisions and a whole lot more findable and understandable.
