Please grant Universe Hackers (~universe-hackers) permission to accept release nominations for bug tasks against Ubuntu Universe. This is intended as a means by which those active developers yet unable to upload to the archive can activate bug tasks for self-assignment when preparing stable release updates or security fixes.

I'm not sure if this is even going to be possible. Right now ~ubuntu-dev holds the permissions to accept release nominations (despite the fact that LP says that Ubuntu Drivers does) and it sounds like it would take a big change in Launchpad to allow multiple teams to have that permission. The only option I can see would be to create yet another umbrella team specifically for release nomination permissions and make Ubuntu Hackers and Ubuntu Developers members of it.
