What's the difference between "Launchpad Bugs" and "Launchpad itself"?

I filed bug 202145, about malfunctioning external bug watches, in malone ("Launchpad Bugs"), but I see that other bugs about the tracker (e.g., bug 37392) are filed in launchpad ("Launchpad itself"). How do I know which one I should file in? Should that first bug be tacked to launchpad instead of malone, especially since the former seems far more active (at least in the Answers section) than the latter?

Bugs about bug tracking should always go to malone -- we should move bug
37392
to Launchpad, in fact.
