When is a bugreport set to "confirmed" ?

Hi,
I have a really short question :) When is a bugreport set to "confirmed" ? If another user has experienced the same problem or if an upstream uploader or maintainer really confirmed that the problem is a software bug and exists like described?

I believe it's up to each project to determine their own rules for dealing with bugs. Most will set to confirmed when someone within the QA team can replicate (or confirm) the existence of the bug.

Well but everu user can set a bug to confirmed. I can open a bug report and directly setting it to 'confirmed'.

You can, yes. I'm letting you know the policy that's applied to most projects, but it's an open system and anyone can override this if they want to.
