Receiving messages from banned user email

I have previsouly requested a spammy email address banned from my launchpad mailing list, ~ubuntu-il.
The problematic email is <email address hidden>

I have just received a moderation action request for the same email address, so something is... not being banned well.

This email address is most likely to be hacked and is sending occasional spam or phishing messages.

Another message from the same address was received today into the moderation queue. It should have been banned.
