How can I nominate a bug for a certain release?

Hi all,
 I'm on the edge platform build 5976 . I saw somebody nominate a bug for Hardy Release. Is this nomination facility or power or whatever is to everybody or given to specific people?

If its the latter, then not an issue. If its the former then would like to know how can I trigger it?

I'm using https://bugs.launchpad.net/ubuntu/+source/gnome-power-manager/+bug/203513 as the source bug for the same.

damn, problem solved, its the Nominate for release tag or switch at the left hand side. Would be using it quite a bit :)

Nominate for release tag is not visible for example for this bug

or your original bug. So how do I nominate bug for a ubuntu release?
