Quota increase for ppa:grand-edgemaster/texlive-backports

Just over the 2GB quota limit for a backport of packages from Xenial to Trusty. I think 3GB total should cover all the packages required.

Discovered additional packages needed to be rebuilt. 3.5GB is the new combined total required ppa size.
