Rename project neutron-powervm to networking-powervm

Due a change in the OpenStack Neutron vendor driver naming structure, we have renamed the "neutron-powervm" project to "networking-powervm":

Could you please rename the Launchpad project from "neutron-powervm" to "networking-powervm".
