The user hasn't done anything in several days. Have you tried talking to them? Banning is reserved for obvious malicious abuse or cases where it can't be dealt with by less drastic means.

William Grant, the problem is that this person has at least 7 different accounts, so I'm not going to spin cycles attempting to talk with 7+ different alts. If the tools to substantiate this aren't available in the backend, then they can have continue to annoy the folks at their pleasure.
