The following account is attachment spamming -> Pooja bn https://launchpad.net/~poojan-pn90 :

Also, this account keeps frivolously status jockeying the report by adding their account to "Assigned to" when this account has never released a patch anywhere, nor will they based on past history.

In addition, this is also highly correlated to other suspected spam accounts sent to William Grant via PM.

The user hasn't done anything in several days. Have you tried talking to them? Banning is reserved for obvious malicious abuse or cases where it can't be dealt with by less drastic means.
