We would like to change /delete ownership on http://launchpad.net/~microsoft so that the real Microsoft can use it ;-) .

That's a person, not a team, so I can't reassign ownership as such. However, I've renamed that person (to ~microsoft-silitra), and you can ask somebody appropriate in Microsoft to use https://launchpad.net/people/+newteam to register a new team by the name 'microsoft'.
