Enable community arm builds on ppa:zulip/ppa

Zulip was recently open sourced and depends on several backported packages that are built in this PPA; folks have been asking to be able to run Zulip on Ubuntu ARM servers so it'd be great if we could get ARM builds enabled for the PPA.
