What is the difference between the status "UNKNOWN" and "UNDECIDED"?

Upon the first filing of a bug report the status is set to "UNDECIDED", however I have noticed that often when adding another package that is also affected that the status for the bug under that package goes to "UNKNOWN" instead. So is there any real difference in what the two mean and when they are meant to be used? Because both of them existing at the same time is just a little confusing for me, especially when it's on the same bug report.

"Undecided" is the default importance for newly filed bugs, indicating that the project maintainers must set it. "Unknown" is used when the status is synced from an external bug tracker, and we don't know how to get an importance from that bug tracker -- the project maintainer can't fix the problem. There's no functional difference between Unknown and Undecided, just slightly different meaning, and the separation allows maintainers to filter out bugs they can do nothing about.
