Enable armhf build support for ppa:rsalveti/arm-ppa

Hey!

I'd like to request armhf build support for the PPA ppa:rsalveti/arm-ppa, since I'm now community :-)

The goal for this PPA is to be used as a test bed for armhf uploads, mostly for ubuntu touch (before creating the landing requests).

Done, though until we have an ARM cloud you'll be restricted to qemu-user for armhf.
