ARM builds for omegaup-karel and omegaup-minijail

I'd like to request an ARM build for both omegaup-karel and omegaup-minijail to use in Raspberry Pi 2. They build in less than two minutes and build cleanly on armhf hardware.

Those two packages are intended to provide a competitive programming environment in high schools in Mexico with low access to internet.

I've enabled armhf builds on both PPAs.
