Gettiing access to unused/dormant username that is not part of any account

User-name "amar" is unused. I could use it if allowed by you. Could you please assign the same to my account? Thanks.

If you could please release the username I could use it as my OpenID and unique profile URL.

It says:

What I want to say is it was never an account and still the Username/URL is being blocked.

Please have a look.
