Blueprint title search fails

Searching for a blueprint title does not seem to work.
For example,
  https://blueprints.launchpad.net/openstack/?searchtext=ipv6-router
returns nothing.
It should find
  https://blueprints.launchpad.net/neutron/+spec/ipv6-router

Completed specifications are filtered out by default. However, you can use:

  https://blueprints.launchpad.net/openstack/?searchtext=ipv6-router&show=complete

(This is hard to find, which I suppose is https://bugs.launchpad.net/launchpad/+bug/195743.)
