Why does Launchpad allow the creation of projects with "ubuntu" as a part of the project name by normal users?

Anyone can create Launchpad projects with "ubuntu" as part of the project name, giving the project an official aura. See https://launchpad.net/ubuntuphone . Shouldn't this be prevented?

We can't stop people from registering all possible confusing names. "Xubuntu", where X is any character, is reserved, but that's about it.
