Enable ARM builds for ppa:openafs/stable

I’ve gotten a user request to enable ARM builds for https://launchpad.net/~openafs/+archive/ubuntu/stable, so I’m passing on that request as per https://dev.launchpad.net/CommunityARMBuilds.

I've enabled armhf on that PPA.
