Allow arm* and ppc64el builds on CPC PPA

We build our own version of livecd-rootfs (and, for now, live-build) in https://launchpad.net/~cloud-images-release-managers/+archive/ubuntu/cloud-image-tooling/, which contains CPC-specific changes. We need to be able to build images for all architectures, so we need to be able to build livecd-rootfs for all architectures.
